BURSEY
Kevin W. Bursey joined Wanger Jones Helsley PC as an associate in 2025 after several years of specialized water law practice with Ellison Schneider Harris & Donlan LLP, where he assisted in representing a broad range of public and private water users. His practice focuses on water rights and supply and environmental and administrative law. Mr. Bursey advises clients in interactions with the State Water Resources Control Board and other government agencies and represents clients in related civil and administrative litigation. He is a member of Wanger Jones Helsley’s Fresno and Sacramento offices.
Mr. Bursey graduated from University of the Pacific, McGeorge School of Law with a concentration in water and environmental law. After law school he practiced for several years with a California-based agribusiness law firm.
He was born and raised in Madera County, where his family has farmed for generations.
