Robert E. Donlan

Robert E. Donlan focuses his practice on water and natural resources law, including the management and regulation of surface water and groundwater resources. He advises clients on matters involving the state and federal Endangered Species Acts, fisheries law, CEQA compliance, water quality and wetlands regulation, and other environmental regulatory frameworks affecting water use. Mr. Donlan represents a wide range of clients including public agencies, counties, municipalities, utilities, institutions, and individual water users before federal and state courts, the State Water Resources Control Board, the Department of Fish and Wildlife, the National Marine Fisheries Service, and other regulatory bodies.

His practice also includes public agency governance, infrastructure financing, desalination and recycled water projects, and water supply issues affecting energy development. Mr. Donlan frequently advocates on behalf of water users and suppliers before legislative and administrative bodies regarding water management policy.
